A brute-force solution that works is better than an elegant solution that doesn't work. It can take a long time to get an elegant solution to work. In describing the history of searching algorithms, for example, Donald Knuth pointed out that even though the first description of a binary search algorithm was published in 1946, it took another 16 years for someone to publish an algorithm that correctly searched lists of all sizes (Knuth 1998). A binary search is more elegant, but a brute-force, sequential search is often sufficient. When in doubt, use brute force.

Dallas Police Dept. Puts Use-of-Force Data on Interactive Public Dashboards » Dallas Innovates
The interactive dashboards include data on the day, time, and location of Dallas police use-of-force incidents; subject characteristics and crimes charged; and use-of-force tactics, restraints, and injury rates. Dallas Police Chief Eddie Garcia brought the use-of-force data program with him from San Jose, California, where he served as police chief from 2016 to 2021.

Texas DFPS uses a platform built in 1996, based on federal guidelines from 1993. Texas is one of just four states that hasn't modernized its child welfare information system, per the report.
